Nocte Chief dies
KHONSA, Mar 14: The chief of Namsang village Khamwang Lowangdong died aged 60 on March 13 after a brief illness.
He is survived by two wives and three children.
He was son of former chief of Namsang village Dangwang Wang, who was one of the founder
members of the Namsang-
Late Khamwang Lowangdong did his education from the prestigious Mayo College, Ajmer, Rajasthan.
His last rites will be performed on 16th March with full traditional rituals.

Financial literature counselling camp held

He also explained on how to avail bank facilities through self help group, farmers club etc on various Govt. sponsored schemes of agriculture & its allied departments. He urged the people to open accounts in the banks through various central & state Govt. schemes and also adopt saving habits.
Chairman, NEDWS T. Boje informed that Pradhan Mantri Jan Dhan Yojna bank account shall be opened through their NGO in the bank. He advised the people to take up agriculture & its allied activities in a big way to improve the rural economy. Lok Adalat held
ITANAGAR, Mar 14: The Arunachal Pradesh State Legal Services Authority (APSLSA) today organized a monthly Lok Adalat in the courts of District and Session judge and chief judicial magistrate, Yupia.
During the Lok Adalat, the chief judicial magistrate recorded a disposal of 4 cases out of the total 50 cases fixed with an award of Rs 2,30,000. The court of district and session judge also disposed a total of 6 cases, out of the 57 MACT cases. The counsels of Govt departments, Oriental Insurance Co Naharlagun and claimants turned up during the Lok Adalat.
Nair appointed NEFTU chancellor
ITANAGAR, Mar 14: Dileep K Nair has been appointed as the first chancellor of North East Frontier Technical University (NEFTU) at Aalo in West Siang district.
State Governor Lt Gen (Retd) Nirbhay Sharma has approved Nair's appointment as the chancellor of the private varsity on March 6 last.
NEFTU, the first technical university in the state, would start its academic session from May next.
“The university under 2f of the UGC Act 1956, sponsored by Automobile Society of India, New Delhi will provide free education to 30 per cent girl students,” Nair said over phone today.

Legal awareness prog held at Jaipur
ITANAGAR, Mar 14: A one day legal awareness program on the topic “Access to justice for all” was held at Jaipur village under Namsai district organized by Para Legal Volunteer (PLV) under Arunachal Pradesh State Legal Service Authority (APSLSA).
Addressing the gathering, resource person Chow Washina Manchey dwelt on the issue of human trafficking and urged the PRI leaders to be more vigilant on the matter. He advised parents and guardians to collect detailed information of the person(s) before they handed their children over to them for any job and education purposes. He also advised them to inform the nearest police station on any doubtful person(s).
Another resource person Abdul Ansari highlighting on Right To Education Act appealed to the PRI leaders to keep strict vigil on every scheme and project of government, especially RTE Act, for their proper implementation.

Mushroom cultivation training
PASIGHAT, Mar 14: College of Horticulture and Forestry, Pasighat under its extension activities conducted mushroom cultivation training for village women at Ayang village, East Siang district today.
Dr P Raja, Assistant Professor of the College demonstrated the technology of oyster mushroom cultivation and post harvest management. He also explained the importance of mushroom, which are low in calories and high in vitamin D.
Over 40 rural women attended the training.

After whirlwind tour, the team called on Home and Power Minister Tanga Byaling and briefed him about the possibilities of 132KV tower and 33/11KV poles of Power Department for laying BSNL optical fibre cable so that an alternate connectivity can be established between DHQ’s to provide stable telecom connectivity in Arunachal Pradesh.
During the meeting Power Secretary Kaling Tayeng and Chief Engineer Transmission and Monitoring Anung Perme were also present, a release said. The BSNL top officials also pointed out the possibilities of establishment of Solar Power Plant for telecom establishment in remote areas through APEDA or other departments.
Byaling assured to extend full support for the proposal for improvement of telecom services in the remote and rural areas, the BSNL claimed.

Illegal IMFL, gambling item seized
YUPIA, Mar 14: The Doimukh administration and police seized huge quantities of illegal IMFL, two quintals (approx) of fermented material used for production of local beer (apo) and one gambling materials (dice) were seized from various shops and a hut in Doimukh market yesterday.
The illegal liquors, which were meant for selling in open market, were seized during an unannounced checking drive conducted by a team led by Ibom Tao, SDO, Doimukh, M Pertin, CO cum Chairperson and members of Board for Prevention of Illegal Marketing of IMFL & Narcotics (BPIMIN), Doimukh and Doimukh police. The seized items, including 100 bottled and 30 canned beers, 65 bottles of whiskey were destroyed in presence of M Pertin, CO cum Executive Magistrate, police personnel and general public.
An amount of Rs 20,000 was realized from shops as fine for running shops without trading licences. Few doubtful trading licences were also seized during the checking for cross examination and authentication. DIPRO

Consumer awareness campaign held at Pasighat

Briefing the objective of the campaign, KP Tago, Assistant Controller LM & CA) said that awareness level of people of Arunachal as the consumer is very low. Citing an example, he said that though CGI sheet is procured from manufacturer in mass (kg), the same is being sold in the state including capital complex in the expression of bundle which is confusing and not an accepted unit. Of course in some parts of the eastern part of state, the same is sold in correct expression. As such, the sale price of the CGI sheet is determined in number or per sheet rather than in kg. In such practice, there is every possibility of short or excess delivery. In the backdrop of this scenario, department of legal metrology in the state for last many years is trying its best to educate people but the changes is negligible, he added.

Training prog on Home stay for women groups
ITANAGAR, Mar 14: In an initiative to motivate women groups for opening up Home stays catering for the visitors during the Arunachal Spring Festival 2015, a training programme was conducted by the department of Tourism, GoAP at the festival venue Pasighat.
During the training, many enthusiastic women have expressed their interest to offer their home for staying of the visitors during the festival.
Resource person Yomjum Yomgam has enlightened the women group on operation of Home stays and how it can be benefitted economically particularly to the women section.

‘Mission Administration at door step’ a huge success in Tilangkyong
ITANAGAR, Mar 14: Hundreds of villagers from Kathan, Topon, Tillai, Manthi and Thowong visited the office of the Deputy Commissioner, Lohit as they learnt about the Mission Administration at doorstep being organized in their area at Tilangkyong.
One could see innumerable villagers turning up in front of the make shift govt. offices for obtaining various certificates.
Lohit Deputy Commissioner Dr BM Mishra directed all officers and branches of the government departments to attend to and render services to the people promptly.
Interacting with PRI members, GBs and the villagers, he assured that the administration will always be willing to serve the people and help them in all possible ways.
The DC in addition to attending his office also inspected all the sections of the govt. departments set up in Tilangkyong to reach out to these villages.
Dr Mishra also heard the various grievances of the public including the demand to establish a health sub centre.
The DC said that the district police authority is committed to firmly dealing with the problem of insurgency in the area.
Superintended of Police Ved Praksah also assured that the army, paramilitary forces and the police will work in tandem to clean the area of disturbing unlawful elements.
The Mission issued 110 ST certificates, 33 Permanent Residence Certificates and 98 Birth certificates. Applications for renewal of 14 arms licenses, 20 APL and 1 BPL ration cards were also attended to. Strengthening consumer laws: Need of the hour

Ever since enactment of the Consumer Protection Act 1986, consumer rights, safety and interest have become an integral part of our living, as everyone of us is a consumer, irrespective of age, gender, class or community.
Though consumer protection movement in India has travelled a remarkable distance,
there remains a long way to be covered, specially considering rapid pace of development
through industrialization, open market economy etc. Consumers are now facing new
challenges, be it in adulterated product, transactions through e-
While modern Indian consumers are getting habituated to purchase items from the comfort of their homes, complaints of defective goods, untimely delivery, settlements dues etc. are also being reported frequently.

Considering necessities of time, every law is required to be updated. The Consumer Protection Law also has no exception, especially after 26 years of its enactment.
In a bid to update and strengthen the existing consumer law, a number of proposal have been moved which are under active consideration of the Government. Salient features of the proposal includes:
• Setting up of a regulatory body viz. National Consumer Protection Authority (NCPA) to protect Indian Consumers from unfair trade practices in both goods and services. The Authority will have executive as also investigative functions with independent powers to frame and enforce policies for protection consumers’ rights and addressing their grievances. The authority will have the power to take suo moto action besides formulating clear rules for recalling of defective products or refund of costs etc.
• Provision for “Class Action Suits” will be made available as legal tool to consumers so that individual complaints on a faulty products or services could be treated as an interest of group of people in similar circumstances. At present, there is no legal provision in India for mandatory mass recall of defective products. The provision will bring India at par with other developed countries like USA, European Union etc. The Prime Minister’s clarion call for “no defect, no effect” will be furthered if this provision is included. The NPPA (National Pharmaceutical Pricing Authority) has already taken initiative to set up a Helpline to provide remedy to patients who suffer reaction, caused due to administration of medicine & drugs, besides taking control on pricing of life saving drugs.
• Inclusion of product liability clause that will entitle any consumer to seek damages irrespective of a civil contract, if a product causes damages that are physical, mental, even emotional inconvenient in nature. This will cover any dealing with product or services, including misleading advertisement also, as this advertisement creates confusion in the minds of consumers especially to lure the children. A stringent law needs to go hand in hand with other laws to book defaulting firms in awarding justice to a consumer.
The proposed new consumer law seems to be innovative and a timely legislation to boost the ongoing consumer movement in the country as such changes in the existing law is the need of the hour especially after 25 years of its existence. Consumers in general also have to assert their rights while celebrating World Consumer Rights day.
